Manhole Covers in Fairfield

Does anyone else notice there an inordinate amount of manhole covers in Fairfield?  Some places there are three in a row?  Why??  It's very annoying when you're driving.  I feel like I have to avoid them and it becomes a hassle. 

And while I'm on the subject, why is it that this town paves the roads that don't need it and neglects the ones that are falling apart?
