A Monroe man was charged Sunday with possession of drug paraphernalia after police discovered him asleep in his car, which was parked and running in the middle of the road on Greenfield Street, police said.
Jason Morgan, 42, of Cutlers Farm Road in Monroe, was reportedly found passed out in his car with a used syringe on his lap and an empty glassine bag in his hand, according to the police report.
Police also found white paper bags containing a powdery substance in Morgan's car, department spokesperson Sgt. Sue Lussier said. There was also a dog in the car, which Animal Control officers picked up for safekeeping.
Morgan reportedly complained of severe head pain and admitted to using heroin, Lussier said.
He was released on a promise to appear in court on Nov. 27.
