A Monroe man was charged Sunday with possession of drug paraphernalia after police discovered him asleep in his car, which was parked and running in the middle of the road on Greenfield Street, police said.

Jason Morgan, 42, of Cutlers Farm Road in Monroe, was reportedly found passed out in his car with a used syringe on his lap and an empty glassine bag in his hand, according to the police report.
