A 3-year-old and a 9-year old were alone in the car -- which was turned off -- during 19-degree weather, department spokesperson Sgt. Sue Lussier said.

When officers located the operator of the vehicle, she told police that she didn't see what the problem was.

The operator -- identified as Tatum Roberts, 29, of Jennings Road -- was charged with two counts of leaving a child under the age of 12 unsupervised, a misdemeanor, police said.

She was released on a promise to appear in court on Feb. 5. It was not disclosed in the report whether or not the children are hers.
