Police: Woman Allegedly Involved with Boy was Also Teacher in Fairfield

New Canaan authorities released new information on the youth leader from a town church who was allegedly having an inappropriate sexual relationship with a local teen. 

Morgan V. Frawley, 25, of 272 Soundview Avenue in Fairfield, was taken into custody Friday, Oct. 25, after being notified of a warrant out for her arrest. Frawley was charged with risk of injury to a minor for her alleged relationship with a 15-year-old boy at the Congregational Church of New Canaan. 

On April 23, 2013, Sgt. Carol Ogrinc said the Department of Children and Families notified New Canaan police about a complaint they'd received from an employee at the church. The employee, deemed a "mandated reporter"—or a person in a position that is required by law to report suspicious of inappropriate conduct between youths and persons in a position of power over those youths—filed the report after the complainant had a conversation with the alleged victim's parents over questionable interactions the parents had witnessed on the boy's cellphone with Frawley.

Ogrinc identified Frawley as a "long-time" substitute teacher in the Fairfield school system. She said there was no information found in the course of their investigation that would suggest Frawley and the teen were meeting on the New Canaan church grounds or that her alleged actions with the teen extended beyond the boy to any other youths. 

Their relationship was consensual in nature, Ogrinc said, but clarified the age of consent in Connecticut as being 16 years old. 

Frawley's cell phone, phone records and her personal computer were seized through a search warrant, Ogrinc said. The sergeant said inappropriate photos were found in their investigation, but could not comment on the nature of the photos, though she noted they were not substantial enough to warrant a charge of sexual assault. Ogrinc said some of these photos were what the parents had presented to the church employee to back up their suspicions and concerns. 

Frawley had been a youth group leader at the church for approximately two years when the April complaint was received, according to Ogrinc. She was 24 years old at the time of the report, and turned 25 in May, she said. 

So far, there have been no conditions set that would restrict contact between the two parties, Ogrinc said. 

Frawley was released after posting a $5,000 bond following her arrest. She is scheduled to appear in court Nov. 5, 2013.
