Letter: 'Why Does School Board Allow Use of CPM Algebra Book?'

'I hope the Fairfield’s Board of Education will instruct the Superintendent to stop using the unapproved Algebra 1 textbook when they meet at the Jan. 15 BOE meeting,' the writer states.

Dear Editor:

I hope the Fairfield’s Board of Education will instruct the Superintendent to stop using the unapproved Algebra 1 textbook when they meet at the Jan. 15 BOE meeting.

Karen Parks, Deputy Superintendent, has admitted that indeed there has been a textbook change. CT General Statute 10-229 states, “No board of education shall change any textbooks used in the public schools except by a two-thirds vote of all the members of the board.”  BOE policy references the same statute. Why did the textbook change without BOE approval?  Why does the board continue to allow use of the book?  

Karen Parks also admitted, “The use of the CPM textbook is an area in which we made mistakes….We’d like to undo the error… we can’t fix it.” Why not? 

The Board of Ed did not know there was a new book in the district and the administration has said they only paid for professional development and book trial. Yet the book’s publisher states, “CPM underwrites the cost of providing instruction in the use of CPM materials…districts are responsible to purchase teacher editions…”  What really was purchased and why without board knowledge, or proper approval? What else is being spent without board knowledge, or proper approval? I hope the Board of Finance is paying attention in advance of the upcoming education budget discussions.

Moreover, the publisher’s website states, “CPM materials require significant change in the everyday work of the classroom.” Can we trust that our book changed in order to meet the instructional model as the administration suggests, or has the instructional model changed because the CPM materials that we purchased require it?

I have asked Dr. Boice to allow my son opt out of the “pilot.” I have not received an answer.  I also asked Dr. Rasmussen, after the Jan. 3 math night, how to opt out. He responded that it’s not possible, and that we are actually “vetting” the book. I wish the administration would stop playing semantics.   Initially there was no mention of a new book, just a new “instructional model,” then we were “piloting,” and now we are” vetting.” Administration can choose to call it what they want, but “a rose is a rose is a rose.” And a textbook used in every single algebra class in the district is one that has been adopted.

I am one of the citizens and taxpayers that the board represents. I have followed BOE policy by waiting my turn at the BOE meeting to speak at 11 p.m. for my maximum two minutes. I have adhered to BOE policies. Why won’t the Board of Education require the administration do the same with respect to BOE policies and applicable state laws?

I would think that a strong case can be made that the BOE, by funding the CPM program, has, in for all intents and purposes, approved it. That is unless they placed payment into an escrow account pending legal action.
At any rate, argue how CPM got there until you are blue in the face, but at all costs do not force another change just because of red tape. After all, their is a goal that CPM can help achieve, provided there are quality instructors, adequately prepared students, appropriate technology, and caring parents. I would rather see a district argue and debate the preparedness of their students than the choice of textbook program.

This model is not only being used in 8th and 9th grade Algebra classes. Although there may not be a CPM textbook involved, teachers are practicing this "optional" new teaching method. My daughter is in Geometry as a freshman, and her teacher is using this model as well. She starts class with a brief description of what they will be doing then leaves the class to fend for themselves. Although when I was a child, I was made to figure out problems on my own, and only until every avenue was exhausted was I allowed to ask for help. The difference is that then I would receive help and instruction. This new model, however, leaves the children floundering with no solid ground to stand on. There is no true instruction and the children are given very little, if any, guidance. Instead of building independent thinking and problem solving, it is raising the level of frustration and lowering self esteem. Fairfield needs to reevaluate and return to the "old school" where teachers are in the classroom to teach and children are there to learn. If this is the road they want to take, then why have teachers at all? You can cut the budget in half by hiring mediators to monitor behavior in the classroom rather than having a person with professional degrees paying forward their knowledge to inspire, enlighten and guide our children in the world of education. But why stop there? Give us the curriculum, we'll send our children to their rooms and tell them we'll see them for dinner.

The reason for the change in curriculum is because the State of Connecticut adopted the Common Core Standards along with 47 other states. The Common Core Standards were implemented by the Obama administration and are tied to funds in Obama's Race to The Top Campaign. The Common Core Standards are linked to a nationalized standardized test as part of 350 million in stimulus bucks. Unfortunately, the curriculum will not change unless the State of Connecticut decides it does not want the Federal dollars which it won't do because Connecticut's government is so desperately poor.

This is not true. The standards do not say that conceptual understanding must come first, and explicitly on page 5 of the standards it says, "These standards do not dictate curriculum or teaching methods. "Make sense of problem solving and persevering in solving them" is being interpreted to mean that students "make conjectures about the form and meaning of the solution and plan a solution pathway rather than simple jumping into a solution attempt. Fairfield Administrators have made this mistake and were explicitly cited in the national press, The Atlanic, as misinterpreting the standard math practices, "schools are adopting an inquiry method of learning, in which children are supposed to discover the knowledge for themselves." http://www.theatlantic.com/national/archive/2012/11/a-new-kind-of-problem-the-common-core-math-standards/265444/. Curriculum Leaders continue to make Dr. Title look as though he does not have a grasp on educational changes.

Yes, this is true. The CPM educational program is used to align the Fairfield curriculum with the Common Core Standards. The website offers links for implementing the CCSS with their program. http://www.cpm.org/index.html
Did you actually read the entire article you have sited? "The Common Core standards seem to presume that even very young students can, and should, learn to make sophisticated leaps in reasoning, like little children dressing in their parents' clothes. " "I hope, for instance, that teachers will still be allowed to introduce the standard method for addition and subtraction in second grade rather than waiting until fourth." "After all, where the Common Core goes, textbook publishers are probably not too far behind." And CPM is one of those textbooks.

CT State Laws are red tape? Are you kidding. The laws were designed so that taxpayers would have a say as to how their tax dollars are spent. The BOE, are the elected officials who represnet the taxpayers and citizens. They are REQUIRED by state law to vote to approve a textbook change by a 2/3 vote. They did not fund the CPM program. The BOE did not even know there was a new book until the parents forced the adminsitration to admit it! The Superintendent circumvented a law that was established for the very purpose of preventing this type of event from happening and you are saying leave it alone. If the book and data, which by the way the adminsitration has none, was so good, why didnt the administration seek proper channels to adopt the book. Our kids this year have been guinea pigs for the district. There was no proper "vetting" of this prior to implementation. Do you think parents are just making this stuff up about their kids not learning? What has been done in this district is outrageuos. Shame on the Superintendent and shame on the BOE for not putting an end to it.

I care deeply about firefighters and I'm genuinely concerned about you. You were exposed to a lot of chemicals in your career. You may have some endocrine system damage or something causing an electrolyte disorder. This stuff starts out with things like joint pain and minor psychological implications but, it gets much, much worse. Get to the doc. Maybe you're just a spicy guy, maybe Ralph hurt you in some terrible way, or maybe you are sick and as a result, you'll be facing a much shortened a painful life. Honestly, I'm not trying to give you a hard time or pick a fight.

Because I've seen how much care fireman are capable of, and how much they give of themselves. It's respect and karma. As far as where I got the info, it's publicly available.
